Why have some countries and regions of the developed world been more successful in their efforts to promote development than others? This class addresses the issues of global development in a number of ways. First, what do we know about the causes and consequences of world poverty and inequality and the processes associated with development? Second, what role can and do governments play in development. And third, what role do international actors have in alleviating poverty. After laying this groundwork, we will move on to consider other important themes in development, including urban-rural issues, health and education, women and poverty, the role of civil society, and globalization and trade. Development and Underdevelopment: The Political Economy of Global Inequality. I highly suggest that you order a subscription. You do not have to read it cover to cover, but carefully skim it for articles of relevance to the developing world, and carefully read those. This is required reading. Each part will be weighted 5% of your final grade, for a total of 10% of your grade coming from participation. Quizzes Map Quizzes There will be at least one Map Quiz early in the semester. Pop Quizzes There will be periodic quizzes on material from readings and lecture. Exams There will be a midterm and a final exam in this course. Both will be in class and will entail a combination of short answer identifications and essay questions. Policy Brief In addition to the midterm and final exams, this course also requires that you write a short policy brief (8-10 pages) on a topic of your choosing. You will act as a development policy analyst employed by either a governmental (ex: USAID, the US State Department, etc.), inter-governmental (ex: UNDP, ILO, WHO, World Bank, IMF, etc.), or non-governmental (ex: Oxfam, CARE, Save the Children, Grameen Foundation, etc.) organization of your choice. There are three basic parts to the policy brief: (1) a brief history of a very specific development problem in a developing country of your choice; (2) a brief analysis of the root causes of this problem; and (3) a brief statement of policy prescription to address the issue. A one-paragraph description of your project is due at the end of Week 10 (October 30, 2009). This policy brief will be the basis for Roundtable discussions during Weeks 13 and 15. You will be responsible for briefly presenting the main points of your project and helping to lead a discussion on related topics with your classmates. More information on the expectations for the policy brief and roundtable discussions will be made available as we get closer. The final Policy Brief is due in class on December 7, 2009.
